McCormack Institute of Public Affairs at the University of Massachusetts, Boston, on the occasion of Newman's receipt of the 1994 John Joseph Moakley Award for Distinguished Public Service. A Quaker and civil libertarian, Newman was a state representative from Cambridge, Mass., 1953-1970, and was particularly active in prison reform and labor legislation. In 1971 she was appointed Secretary of Manpower Affairs by Governor Francis Sargent. In 1976 President Ford named her New England Regional Director of Health, Education and Welfare.
